Regular Meeting Minutes

President Ann Wrobbel called the Village Council to order at 6:00pm

Pledge to the flag was recited

Roll call: Ann Wrobbel-present, Kim Wernette-present, Melissa Lazzaro-present, Colleen Beemer-present, Alice Ray-present

Minutes of Regular Meeting September 3, 2024, were presented

Kim Wernette made a motion seconded by Colleen Beemer to accept minutes as is, roll call-all ayes, motion passes

Public Comment: A resident would like someone to look at a dead tree in the right of way, a resident would like his road paved

Ann Wrobbel read the Presidents Report:

Alice Ray made a motion seconded by Ann Wrobbel to accept the bid from Steve’s Repair for snow removal for the 24-25 year, roll call-Ann Wrobbel-yes, Alice Ray-yes, Colleen Beemer-no, Kim Wernette-yes, motion passes

Kim Wernette made a motion seconded by Colleen Beemer to hire Robert Altman for snowplowing during the 24-25 year, roll call-all yeses, motion passes

Council decided to have a workshop on October 17th to go over the bids for the roof on John St.

 David Raines and Steve Hubbard collected tire rims from the tire recycle, they were taken in for scrap, and collected $126, they would like to use that money to donate to a family for Christmas presents or a family dinner, Thank you David and Steven for your help and donation. Kim will check with the school for a family.

Ann Wrobbel made a motion seconded by Kim Wernette to approve all bills, expenses, and payroll, roll call-all yeses, motion passes

Melissa Lazzaro read the Clerks Report: Council needs to decide what to do with the old printer and computers, Kim will check with Preferred Office for the printer, and the school for the computers. Portables to be picked up October 30th, and Bromley well closing needs to be scheduled.

Kim Wernette read the Treasurer’s report:  Kim read the bank balances, and presented Council with the check register, taxes are done, had furnace inspections done, we need to get carbon monoxide detectors in all the buildings. Office furnace needs an inductor motor, Kevin will have someone come and give another opinion. Tire event turned out very good.

Ann Wrobbel made a motion seconded by Colleen Beemer to accept the Treasurers Report, roll call-all yeses, motion passes

John Fribley read the Ordinance Report: Things have been looking good this month, with very few violations observed while driving around the Village. He left flyers with every residence that had tires in the yard, had only 2 issues to deal with that were ongoing issues from August.

Kim Wernette read the Cemetery Report: Nothing at this time

Colleen Beemer read Pine Tree Park Report: Banners will start getting pulled

Bromley Park Report: Plaque for Jack and Dee Smith has been placed, Ann would like to thank Maxine at Graphic Specialties, Midstate Fabrication, and Randy Olsen.

Alice Ray read Research & Information: nothing at this time

Alice Ray read Pocket Park: Would like to get a flagpole in park

Community Activity Report: Need a budget, for Christmas tree lighting, which will be November 23, 2024, at 5:00, would like to have a Santa this year

Ann Wrobbel made a motion seconded by Colleen Beemer to spend up to $400 for supplies for the Christmas tree lighting, roll call-all yeses, motion passes

Some ideas for the ARPA Funds are a batting cage, flagpole in Pocket Park, and security camera installation, get quotes for November Meeting

Kim Wernette made a motion seconded by Ann Wrobbel to approve the Class C Liquor License Application, roll call-all yeses, motion passes

Look into a possible temporary lease on village land for motocross, the village would receive a percentage of the proceeds

Kevin Stevens read the Street Commissioner report: Kevin will look into getting road paved, they came to look at the wire for the lights, found a push box for $1,600.

Ann Wrobbel made a motion seconded by Kim Wernette to purchase a push box for $1,600, roll call-all yeses, motion passes

Public Comment: A resident asked about having chickens in the Village, a resident reported a streetlight out

Ann Wrobbel made a motion seconded by Alice Ray to adjourn, roll call-all ayes, motion passes
