Regular Meeting Minutes
President Ann Wrobbel called the Village Council to order at 6:00pm
Pledge to the flag was recited
Roll call: Ann Wrobbel-present, Kim Wernette-present, Melissa Lazzaro-present, Colleen Beemer-present, Alice Ray-present,
Minutes of Regular Meeting November 7, 2022 were presented
Kim Wernette made a motion seconded by Colleen Beemer to accept minutes, roll call-all ayes, motion passes
Public Comment: None
Ann Wrobbel read the President’s Report: The Village owns property outside the Village on M-20, she recently found out there has been hunting on the property. The Property has been posted and no hunting is allowed at this time until the Council has a work shop to decide what to do with it. Ann did speak with the Village attorney, the Council can decide to lease the land, make it private, public, or public with restrictions. Ann would also like to have a study session for the ARPA Funds.
Kim Wernette made a motion seconded by Ann Wrobbel to increase the snow removal rate from $1,800 per removal to $2,000 per removal and keep anything after 10 hours at $180 per hour, roll call-all yeses, motion passes
Ann Wrobbel made a motion seconded by Kim Wernette to approve all bills, expenses and payroll, roll call-all yeses, motion passes
Kim Wernette made a motion seconded by Colleen Beemer to approve the Rules of Procedure, roll call-all yeses, motion passes
Melissa Lazzaro read the Clerk’s Report: Melissa went over the budget and made some amendments
Kim Wernette read the Treasurer’s report: Kim read the bank balances, she would like Council to consider putting sidewalks and a cross walk by the bridge.
Ann Wrobbel made a motion seconded by Colleen Beemer to accept the Treasurers report and the Clerks report, roll call-all yeses, motion passes
John Fribley read the Enforcement Officer Report: We now have an enforceable Blight Ordinance, after the first snow fall there were residents that had stuff too close to the side of the road for the snow plow, he sent letters to them and it was all resolved. He sent out certified letters and posted on residents’ doors, talked with a few people and all were receptive to cleaning up within 30 days.
Kim Wernette read the Cemetery Report: A door was donated, will be installed in the Spring
Colleen Beemer read Pine Tree Park Report: Nothing new
Bromley Park Report: Nothing new
Alice Ray read Pocket Park and Research & Information report: She is looking for DNR Grants for the parks
Community Activity Report: Next event is Easter; calendar sales so far are at $295.00 spent $270.00 for the Christmas Tree Lighting. Would like to purchase a coffee urn and thermal cover and a mega phone, and possibly a heater and tarps to block the wind.
Kevin Stevens read the Street Commissioner report: Kevin is going to look into making the well at Bromley Park open year around. The plow truck needs different lights to be more visible, a set of 4 costs approximately $85.00 plus labor to install, and a backup camera, which is approximately $200.00 plus labor to install. Bubba put a tarp over the memorial at the cemetery, he purchased 2 tarps, one for the memorial and one he used to wrap the older tractors that got moved outside so they have more room to build picnic tables in the barn. Kevin is also working on quotes to redo some major roads. Bubba and Steve are putting up more ornaments, they need more hangers for them. Next year Council should have a workshop to discuss putting up ornaments.

Kim Wernette made a motion seconded by Ann Wrobbel to purchase lights and a back up camera for the plow truck, not to exceed $600.00, roll call-all yeses, motion passes
Public Comment: A resident spoke about the property on M-20, he said only three people that he knows of have hunted the land, asked if it went up for lease would it be by auction or open bid, he recommended a five-year lease, and mentioned it should be surveyed. Another resident gave ideas for fund raisers for Christmas next year
Ann Wrobbel made a motion seconded by Kim Wernette to adjourn, roll call-all ayes, motion passes
