Regular Meeting Minutes

President Ann Wrobbel called the Village Council to order at 6:00pm

Pledge to the flag was recited

Roll call: Ann Wrobbel-present, Kim Wernette-present, Melissa Lazzaro-present, Colleen Beemer-present, Alice Ray-present, Spencer Brown-present

Minutes of Regular Meeting July 5, 2022 were presented

Kim Wernette made a motion seconded by Colleen Beemer to accept July 5, 2022 Regular Meeting Minutes as written, roll call-all ayes, motion passes

Public Comment: None

Ann Wrobbel read the President’s Report: Ann purchased the old VFW sign for $100, it will be painted and put on a trailer to move around the Village and advertise events. The Village did not follow through on resolution 04-0004 from 2004, to purchase a Marker or Plaque stating the property was donated by the Albert Schiffer 2335 Veterans of Foreign Wars of Mecosta, Council agreed to let them pick out what they want and the Village will pay for it. August 20th the VFW is holding a Cornhole Tournament & Barbeque Chicken event, they are looking for volunteers.

Kim Wernette made a motion seconded by Colleen Beemer to approve all bills, expenses and payroll, roll call-all yeses, motion passes

Melissa Lazzaro read the Clerk’s Report: The Investment Policy was presented to Council, Melissa is working on the Capital Asset Policy for the September meeting.

Ann Wrobbel made a motion seconded by Kim Wernette to approve and adopt the Investment Policy, all ayes, motion passes

Kim Wernette read the Treasurer’s report:  Kim read the bank balances, and did the quarterly transfers for equipment rental and due to’s

Alice Ray made a motion seconded by Ann Wrobbel to accept the Treasurers report, roll call-all yeses, motion passes

Kim Wernette read the Cemetery Report: Kim sold Two (2) cemetery plots to non-residents for $1,000, she also contacted Carl to get information on available plots

Colleen Beemer read Pine Tree Park Report: The State Tournament went very well, there were pitchers from all over the State, there is another Tournament scheduled for September 10, 2022 at noon, and another State Tournament on September 24, 2022, Softball Tournament is August 14, 2022

Alice Ray read the Bromley and Pocket Park Report: The solar lights for Pocket and Bromley Park have been ordered, Alice spoke with Wheatland Township about purchasing some picnic tables-we can pick them up anytime, planning an Ice Cream Social on August 26th, with Music on the River, she is still looking into flotation devices. A cable will be put up in Bromley Park to stop the motorized vehicles from driving through the park. Rocks will be placed around the picnic table in Pocket Park. 

Spencer Brown is working on a Fall Festival

Ann Wrobbel read Blight and Ordinance report: Franklin Street has been turned over to the Township, the noise and nuisance violation expires on 8/16/2022 

Community Activity Report: Covered in previous reports

Kim Wernette read the Research and Information Report: Master Plan is 6 months behind, Kim has a draft, would like Council to look it over and have any corrections or suggestions back to her by August 11th.

The first Monday in September is Labor Day, the Village meeting will be re-scheduled to September 8, 2022 at 6:00

Ann Wrobbel made a motion seconded by Alice Ray to accept the quote from Mrs. Green Shredding and Recycling, not to exceed $600, roll call-all yeses, motion passes

Kim Wernette made a motion seconded by Ann Wrobbel to accept Resolution 22-03-Resolution of Road Acceptance and Abandonment, roll call-all yeses, Spencer Brown-abstained

Kim will check into using ARPA Funds to put a well in Pine Tree Park

Kevin Stevens read the Street Commissioner report: He is putting black top on the hole on Webber St., would like to get some tools for Bubba, would like to train Bubba for a backup on snow plowing, needs materials for the new sign

Ann Wrobbel made a motion seconded by Kim Wernette to purchase supplies for the portable event sign, not to exceed $600, roll call-all yeses, motion passes

Kim Wernette made a motion seconded by Spencer Brown to adjourn, roll call-all ayes, motion passes
