Regular Meeting Minutes

President Ann Wrobbel called the Village Council to order at 6:00pm

Pledge to the flag was recited

Roll call: Ann Wrobbel-present, Kim Wernette-present, Melissa Lazzaro-present, Colleen Beemer-present, Alice Ray-absent

Minutes of Regular Meeting July 3, 2023 were presented

Kim Wernette made a motion seconded by Ann Wrobbel to accept minutes as written, roll call-all ayes, Alice Ray-absent, motion passes

Public Comment: Kathryn asked if the bees at Pine Tree Park have been taken care of, they have

Ann Wrobbel read the President’s Report:  Due to no interest in the open trustee seat people have asked about opening up to non-residents or business owners, you must be an elector of the Village to qualify for an office of the Village. Mecosta County Park Commission donated 8 picnic tables to the Village after hearing about the ones that were stolen. Mecosta will not be hosting the Senior Softball Tournament this year, it’s on a rotation, Mecosta will have the tournament the next 3 years. Council should think of some events to go along with this. 1st Annual Hercules Softball Tournament will be August 12 at 9am in Pine Tree Park, there are 4-5 teams, Council should also try to build this up. Trophy’s have been ordered. Trash Day is scheduled for August 19, 2023 from 9-1 for Village residents, volunteers are needed.

Kim Wernette made a motion seconded by Colleen Beemer to approve all bills, expenses and payroll, roll call-all yeses, Alice Ray-absent, motion passes

Melissa Lazzaro read the Clerk’s Report:  Council was presented a copy of the current budget with items that need attention highlighted, a budget workshop will be scheduled for in September.

Kim Wernette read the Treasurer’s report:  Kim read the bank balances, will be depositing tax money into General Fund and closing the Tax Account, Kim and Ann had a meeting with Ed and Danielle and they are responsible for carrying the insurance on the Airport and will from now on.

Ann Wrobbel made a motion seconded by Colleen Beemer to accept the Treasurers Report, roll call-all yeses, Alice Ray-absent, motion passes

John Fribley read the Enforcement Officer Report: Mr. Fribley is still making contact with residents and things are slowly getting cleaned up, but he will continue working on cleaning things up.

Kim Wernette read the Cemetery Report: Bubba did a good job trimming trees everything looks very nice. Mike Rodabaugh has volunteered to mow the cemetery bi-weekly; the Village will reimburse him $150 each time for his equipment and fuel.

Colleen Beemer read Pine Tree Park Report: Horseshoe Tournament September 9, Senior League is done, well permit has been approved, should be installed in the next couple weeks, it will be able to be used year-round, and tested quarterly, the old well has to be capped. There are 3 more weeks of Music on the River

 Bromley Park Report:

Alice Ray read Pocket Park and Research & Information: Alice was absent

Community Activity Report: Calendars this year ae $3.00 plus set up fee, would like $400 to start from Community Promotion, profits to be split between General Fund and Community Promotion. Looking into having a Movie in the Park and ice cream social, there is a permit needed, will address again in September, it was suggested to have the Christmas Lighting this year, but not the reindeer, we can apply for a grant from Mecosta County from the excise tax, we need to come up with some ideas. Blight Grant-signing lien papers, Kim would like to be able to move forward with the process without having to get Council permission every step along the way to save time and make progress.  EGLE has a tire removal grant-will look into that.

Ann Wrobbel made a motion seconded by Kim Wernette to use up to $400 from Community Promotion Fund to purchase 2024 fundraising Calendars t roll call-all yeses, Alice Ray-absent, motion passes

Ann Wrobbel made a motion seconded by Colleen Beemer to allow Kim to move forward with blight grant without following normal Village procedure for bids, roll call-all yeses, Alice Ray-absent, motion passes

Kim Wernette made a motion seconded by Ann Wrobbel to accept the quote from MML for property/liability insurance and workman’s compensation, roll call-all yeses, Alice Ray-absent, motion passes

Kevin Stevens read the Street Commissioner report: Waiting on email for quate on blacktop start date, getting gravel this week

Public Comment: Katherine Snider would like to see the Village cleaned up more, she does see progress but would like to see more, Linda Howard asked about the house on the corner of Washington and Cherry

Kim Wernette made a motion seconded by Ann Wrobbel to adjourn, roll call-all ayes, Alice Ray-absent motion passes
