Regular Meeting Minutes
President Ann Wrobbel called the Village Council to order at 6:00pm
Pledge to the flag was recited
Roll call: Ann Wrobbel-present, Kim Wernette-present, Melissa Lazzaro-present, Colleen Beemer-present, Alice Ray-absent
Minutes of Regular Meeting May 6, 2024, were presented
Kim Wernette made a motion seconded by Colleen to accept minutes with correction, roll call-all ayes, Alice Ray absent, motion passes
Public Comment: Rob DeShane is running for Register of Deeds, introduced himself, James Taylor, running for Sherrif, introduced himself, Ryan Howard, wants to have up to 4 travel trailers/RVs on his 15-acre property, ordinance allows 1 travel trailer/RV, is requesting a Variance, Linda Howard running for County Commissioner, introduced herself,
Ann Wrobbel read the Presidents Report: Council agreed the plaque for Jack & Dee Smith should go in Bromley Park, still working on where in the park it should go.
Kim Wernette made a motion seconded by Ann Wrobbel to approve all bills, expenses, and payroll, roll call-all yeses, Alice Ray absent, motion passes
Melissa Lazzaro read the Clerks Report: Melissa presented Council with a current budget, letter from Treasury about audit, and a comparison budget for this year and last year, the audit is being split between funds, there is excess in Professional services line item Melissa would like to amend budget using extra funds from that line item
Kim Wernette made a motion seconded by Colleen Beemer to allow Melissa to make necessary budget amendments, roll call-all yeses, Alice Ray absent, motion passes
Kim Wernette read the Treasurer’s report: Kim read the bank balances, and presented Council with the check register, received money from the State for the Blight Grant, Village received $4,415 for administrative fees property taxes and newsletter have been sent out
Ann Wrobbel made a motion seconded by Colleen Beemer to accept the Treasurers Report, roll call-all yeses, Alice Ray absent, motion passes
John Fribley read the Ordinance Report: John has contacted several property owners and introduced himself, talked with them about the condition of their property and provided them with a copy of the Village Ordinance. Most of the property owners seem very cooperative and have agreed that 30 days is enough time for them to make considerable progress at cleaning up their property. Issues of noncompliance: 587 Washington St.-Owner wants to have 4 occupied travel trailers/RVs on the property for weekend camping. Explained that the Village Ordinance allowed only one occupied travel trailer/RV on any property in the Village. 595 Cherry=Sent a citation about illegal fence, 301 S. Webber St- voided citation for chickens & ducks as they have been removed from the property, 435 N Penn St.-working on cleaning up with great progress, 341 E Main St.-completed court ordered cleanup
Kim Wernette read the Cemetery Report: Mike’s doing a good job mowing, didn’t sell any plots in June.
Colleen Beemer read Pine Tree Park Report: Horseshoe Tournament on July 13, softball tournament on July 28, food truck will be there as well
Bromley Park Report: Music on the River starts Friday, July 5th
Kim Wernette made a motion seconded by Colleen Beemer to spend up to $150 out of Community Promotion Fund for mulch, Kevin & Rachel Stevens will donate to help offset the cost, roll call-all yeses, Alice Ray absent, motion passes

Community Activity Report: 4th of July parade, line up at 10:00 on Franklin St, starts at 11:00, Car Show on July 5th, vendors and food trucks will be available as well, Streets will be closed from 1:30-6:00, Music on the River starts on the 5th as well, Saturday night is the Lightup Parade, closing the road around 10:00, line up at 8:30 on Franklin St., Tire Grant scheduled for August 17th , will post on Facebook, website and will post in local businesses,
Special Use permit tabled until next month
July 13th Tony’s horseshoe tournament, Fates is sponsoring, July 28 hosting the senior softball tournament, Mecosta will be hosting it for the next 3 years, Marco’s food truck will be there as well. The 2nd annual Hercules Tournament is scheduled for August 10th, would like to give out cash and t-shirts this year instead of trophies. Council should consider a beer tent for after the tournament with a band or karaoke.
Kim made a motion seconded by Colleen Beemer to approve the concrete quote from Randy Olsen for the well at Pine Tree Park, roll call-all yeses, Alice Ray absent, motion passes
Kevin Stevens read the Street Commissioner report: Central Asphalt will be starting N Webber St. and Penn St. tomorrow, graded the roads this morning
Public Comment: James Taylor asked about being in the 4th of July Parade, Ryan Howard wants an answer tonight on getting a variance for 4 travel trailers/RVs for weekend family camping, Council is willing to give a Special Use Permit, Mr. Howard is not happy with that as he will have to reapply every year, Council agrees to remove the part about reapplying, Mr. Howard also feels he shouldn’t have to pay for a permit. After much discussion Council agrees to a Special Use Permit to allow 4 travel trailers with a $100 fee.
