Regular Meeting Minutes

President Ann Wrobbel was absent, Kim Wernette called the Village Council to order at 6:00pm

Pledge to the flag was recited

Roll call: Ann Wrobbel-absent, Kim Wernette-present, Melissa Lazzaro-present, Colleen Beemer-present, Alice Ray-present, Kevin Stevens-present, Charles Smith-present, John Fribley-absent

Minutes of Regular Meeting January 6, 2025, were presented

Kim Wernette made a motion seconded by Colleen Beemer to accept minutes as is, roll call-all ayes, Ann Wrobbel-absent, motion passes

Public Comment: None

Ann Wrobbel read the Presidents Report: Nothing at this time as Ann was absent

Kim Wernette made a motion seconded by Colleen Beemer to pay General Fund bills with check #11334-11351 & EFTs for $9,646.91, Major Road Fund with check #2116-2119 for $7,675.44, Asset Fund with check #1665-1670 for $2,310.44, Community Promotion Fund with check #1026 for $75.00, for a total of $19,707.79, roll call-all yeses, Ann Wrobbel-absent, motion passes

Melissa Lazzaro read the Clerks Report: presented Council with Ordinance 1-25, Consumers Energy Company Gas Franchise Ordinance, and gave Council current budget, recommended a budget workshop for the 25-26 budget, scheduled for February 20, 2025 at 4:40pm

Kim Wernette made a motion seconded by Alice Ray to adopt ordinance 1-25, Consumers Energy Company Gas Franchise Ordinance, roll call-all yeses, Ann Wrobbel-absent, motion passes

Kim Wernette read the Treasurer’s report: Bank balances as of 1/30/2025: General Fund: $17,372.39, Asset Fund: $31,309.69, Banner Fund: $2912.21 Community Promotion Fund: $10,005.15, Fireworks Fund: $315.72, Local Road Fund: $93,451.16, Major Road Fund: $111,765.86

The CD we got last year has matured, Council needs to decide if they want to renew it or pull it out.

Kim Wernett made a motion seconded by Alice Ray to renew the CD, roll call-all yeses, Ann Wrobbel-absent, motion passes

Alice Ray made a motion seconded by Colleen Beemer to accept the Treasurers Report, roll call-all yeses, Ann Wrobbel-absent, motion passes

John Fribley was absent, Kim Wernette read the Ordinance Report: John went to court for the Chickens, resident denied having chickens, the judge agreed to dismiss the case if the resident allowed Mr. Fribley on his property to look for chickens. There was no evidence of chickens on the property.

Kim Wernette read the Cemetery Report: Nothing at this time

Colleen Beemer read Pine Tree Park Report: nothing at this time

Bromley Park Report: Nothing at this time

Alice Ray read Research & Information: Alice presented Council with a list of ideas for fund raisers

Alice Ray read Pocket Park: Angels of Action donated bags of socks for the giving tree, and the Girl Scouts will be donating hats and gloves

Community Activity Report:  Next activity will be Easter

Kim Wernette made a motion seconded by Colleen Beemer to allow Music on the River to use Bromley Park every Friday thru the summer, roll call-all yeses, Ann Wrobbel-absent, motion passes

Kim Wernette made a motion seconded by Alice Ray to donate $500 to Music on the River from the Community Promotion Fund, roll call-all yeses, Ann Wrobbel-absent, motion passes

Kim Wernette made a motion seconded by Alice Ray to allow Music on the River to install permanent wooden blinds on the pavilion at Bromley Park, roll call-all yeses, Ann Wrobbel-absent, motion passes

Kim Wernette made a motion seconded by Colleen Beemer to allow the road to be closed for the Car Show again this year, roll call-all yeses, Ann Wrobbel-absent, motion passes

Kevin Stevens read the Street Commissioner report: Did not purchase the salt spreader that he found because it was already sold by the time he contacted him.

Public Comment: Mr. Zimmerman is trying to cut costs at the county level, would like to lower building permit costs,

Kim Wernette made a motion seconded by Alice Ray to adjourn, roll call-all ayes, Ann Wrobbel-absent, motion passes
