Regular Meeting Minutes
President Ann Wrobbel called the Village Council to order at 6:00pm
Pledge to the flag was recited
Roll call: Ann Wrobbel-present, Kim Wernette-present, Melissa Lazzaro-present, Colleen Beemer-present, Alice Ray-present, Spencer Brown-absent
Minutes of Regular Meeting June 2, 2022 were presented
Ann Wrobbel made a motion seconded by Alice Ray to accept June 2, 2022 Regular Meeting Minutes as written, roll call-all ayes, motion passes
Public Comment: Pat Sundquist thanked the Village and all volunteers for a great parade and fireworks, Bev Shaw asked if the Village taxes are going up, they are not
Spencer Brown was sworn in by Melissa Lazzaro on June 30, 2022
Ann Wrobbel read the President’s Report: Ann Wrobbel made a motion seconded by Colleen Beemer to remove Melissa Moorman from all Village bank accounts and add Kim Wernette and Melissa Lazzaro to all Village bank accounts, roll call-all yeses, motion passes
Kim Wernette made a motion seconded by Colleen Beemer to approve all bills, expenses and payroll, roll call-all yeses, motion passes
Melissa Lazzaro read the Clerk’s Report: Working on cleaning up files, lots of boxes are ready to be shredded, looking into different options for shredding, looking for all the old minutes to put in a book, Kim and I were very busy in June with the audit and getting taxes out, so we would like to continue working on Tuesdays thru July, I received the insurance renewal paperwork, it should be done and ready for Council at the September meeting, Community Service workers have been here and are scheduled through the end of July, I will call back mid-July to try to get them for August, per the audit, I am also working on an Investment Policy and Capital Asset Policy, I will be off on Thursday July 21st.
Kim Wernette read the Treasurer’s report: Bank Rec’s are not ready due to not receiving them yet, Property taxes were sent out, the audit went well, Auditor was happy with the improvements that have been implemented, and thinks Melissa and I are doing a good job.
Kim Wernette read the Cemetery Report: Have had some inquiries on plots, she would like to contact Carl to get things more organized.
Colleen Beemer read Pine Tree Park report: Brittney is interested in painting over the vandalism on the shed, hopefully before July 30th, if not she would like a base coat to cover it up. July 9th is the next horseshoe tournament; Team Mecosta’s next game is the 10th. Steve and Bubba will be repainting the lines of the horseshoe pits
Alice Ray read the Bromley and Pocket Park report: The new flag pole is up in Bromley Park, she is looking into some sort of water rescue device she will be checking into the cost of a new type of floatation device called a Spyder, looking into solar lights for Pocket Park
Ann Wrobbel read Blight and Ordinance report: N. Franklin St has been addressed they have till July 30, then it will be turned over to the Township, Cherry St., she will look into and blight again if needed
Community Activity report: Resident asked about an Ice Cream Social for this year, will try to find a date to coordinate with other events happening in the Village, there were many suggestions for different events to have in the village, a resident also asked about a Village Newsletter.
Kim Wernette read the Research and Information report: Kim is looking into security cameras for the parks
Kim Wernette made a motion seconded by Ann Wrobbel to accept the Credit Card Resolution, roll call-all yeses, motion passes
There are 2 4-year Council Seats up for the November election, the 2-year President seat is also up for election, if you would like to run for either position you can get the paperwork from the Morton Township Clerk, it is due by 4:00 July 26, 2022
Melissa Lazzaro presented the Audit Deficiency Corrective Action Plan letter, MI Treasury wants a detailed plan to resolve expenditures exceeding the amounts authorized in the budget, Melissa will be working on it.
Kim received an email from Paula, who is working on the Master Plan, she is still looking for a GIS Specialist to complete the maps.
Kevin Stevens read the Street Commissioner report: he will be working on the potholes, thank you to the workers and volunteers over the weekend
Kim Wernette made a motion seconded by Ann Wrobbel to spend up to $1,500 to purchase cold patch and delivery to fix potholes, roll call-all yeses, motion passes
Firework donation as of today are $6,700, a few issues this year that need to be done next year, get port a jons, speak with Mr. Horney prior to placing the port a jons
Bubba would like to find a way to water the grass in Bromley Park
Public Comment: Bev Shaw asked if there was a grant available to get all the cemetery information computerized, a resident brought up the underage drivers on golf carts and go carts, neighbor with loud music
Kim Wernette made a motion seconded by Colleen Beemer to adjourn, roll call-all ayes, motion passes
