Regular Meeting Minutes
President Ann Wrobbel called the Village Council to order at 6:00pm
Pledge to the flag was recited
Roll call: Ann Wrobbel-present, Kim Wernette-present, Melissa Lazzaro-present, Colleen Beemer-present, Alice Ray-present
Minutes of Regular Meeting May 1, 2023 were presented
Kim Wernette made a motion seconded by Colleen Beemer to accept minutes as, roll call-all ayes, motion passes
Public Comment: Linda Howard asked about the Blight Grant, suggested the parking lot get cleaned up before Music on the River starts, asked why the well isn’t open, -need to finish sampling, will be done this week
Ann Wrobbel read the President’s Report: Would like to have a Chicken Barbeque Fundraiser with the VFW for the Veteran’s Banners, Alice will plan with the VFW
So far, the can drive has brought in $658.10 for Fireworks and Banner is $2,851, Don and Jewel Horney will be the Parade Marshalls, Kevin will be getting a convertible for them to ride in.
Kim Wernette made a motion seconded by Colleen Beemer to accept the quote for $4,600 to put a fence all the way around the paved area at Pine tree Park for a total of $13, 600, ARPA Funds will be used for fencing, roll call-all yeses, motion passes
There were questions from Council Members about the Central Asphalt bill because it wasn’t approved by Council, Council was told it was approved 2 years ago, after much discussion Council decided to approve the bill with the stipulation that this never happens again.
Kim Wernette made a motion seconded by Colleen Beemer to approve all bills, expenses and payroll, roll call-all yeses, motion passes
Melissa Lazzaro read the Clerk’s Report: Council was presented with the Protec Membership Application; budget cuts were discussed and Melissa will be off the first 2 weeks in July for medical reasons
Ann Wrobbel made a motion seconded by Kim Wernette to apply for Protec Membership for $48.25, roll call-all yeses, motion passes
Ann Wrobbel made a motion seconded by Kim Wernette to eliminate the Village 401K to help with the budget, roll call-all yeses, motion passes
Ann Wrobbel made a motion seconded by Colleen Beemer to decrease the Ordinance Officer’s schedule, work bi-weekly instead of weekly, this can be revisited if needed, and he can be called in for emergencies, roll call-all yeses, motion passes
Ann Wrobbel made a motion seconded by Colleen Beemer to no longer pay Ann Wrobbel for office cleaning, Alice, Kim and Melissa will clean the office on their own time at no charge, roll call-all yeses, motion passes
Kim Wernette read the Treasurer’s report: Kim read the bank balances, opened the Fireworks Account, mailed the check for the fireworks deposit
Ann Wrobbel made a motion seconded by Colleen Beemer to accept the Treasurers report and the Clerks report, roll call-all yeses, motion passes
John Fribley read the Enforcement Officer Report: Mr. Fribley is still making contact with residents and things are slowly getting cleaned up, his report is available in the Village Office.
Kim Wernette read the Cemetery Report: The Cemetery looked great for Memorial Day, sold 3 plots, the VFW might be making a sitting area and would like the plaque there
Colleen Beemer read Pine Tree Park Report: received lots of compliments on the park, there’s a horseshoe tournament on June 17th, and the Senior League plays on June 26th. Graphic Specialties is donating the plaques for the dugout sponsors
Bromley Park Report: Nothing at this time
Alice Ray read Pocket Park and Research & Information: looking into 2 Grants, one from the Michigan Council of Arts, Due August 1st, nothing new in Pocket Park
Community Activity Report: Car Show and Vendors on June 30th, Music on the River also starts June 30th, next Revitalization Meeting is June 14th at 10am
Council is working on a newsletter to go out with the tax bills, still working on a date for a garbage day, also looking into a well for Pine Tree Park, Kim turned in a Blight Grant and a grant for restrooms at both parks
Ann Wrobbel made a motion seconded by Kim Wernette to spend up to $12,000 from ARPA Funds to do a Village clean-up day in August, roll call-all yeses, motion passes
Kevin Stevens read the Street Commissioner report: Kevin presented Council a quote from Central Asphalt for paving E Hayes St.
Kim Wernette made a motion seconded by Colleen Beemer to accept the quote from Central Asphalt for $75,320.00, roll call-all yeses, motion passes.
Bubba needs gravel, landscaping edging and mulch, Bubba will be donating his time to assist with mowing where the Village is allowed to shoot off fireworks
The Wrobbel family will donate the mulch
Kim Wernette made a motion seconded by Colleen Beemer to spend up to $200 on landscaping edging to be taken from ARPA Funds, roll call-all yeses, motion passes
Kim Wernette made a motion seconded by Colleen Beemer to spend up to $300 for gravel from Chippewa Gravel & Stone, roll call-all yeses
Public Comment: A resident requested a stop sign on S Franklin & W Maple
Kim Wernette made a motion seconded by Alice Ray to adjourn, roll call-all ayes, motion passes
