Regular Meeting Minutes

President Ann Wrobbel called the Village Council to order at 6:00pm

Pledge to the flag was recited

Roll call: Ann Wrobbel-present, Kim Wernette-present, Melissa Lazzaro-present, Colleen Beemer-present, Alice Ray-present

Minutes of Regular Meeting April 1, 2024, were presented

Kim Wernette made a motion seconded by Colleen Beemer to accept minutes as written, roll call-all ayes, motion passes

Public Comment: Bruce had questions about the ordinance letter he received, Pete from Revitalization would like to have the road closed July 5 from 2-6 for the car show, new this year will be a tractor parade and food court. Deb talked about near accident that happened when the elementary kids were crossing the road to go to Marco’s for ice cream, John is still working on what he insinuated from last month’s meeting

Kim Wernette made a motion seconded by Colleen Beemer to approve a road closure on July 5, 2024, from 1:00pm-5:30pm, roll call-all yeses, motion passes

Ann Wrobbel read the Presidents Report: Ann presented Council with a quote for the plaque for Jack & Dee Smith, Ann would like Alice to check neighboring community’s cemetery plot prices, Ann has collected $1,130 in banner money so far and 3 new banners, may have lost a few or they just haven’t gotten in touch with her yet.

Kim Wernette made a motion seconded by Colleen Beemer to spend up to $1,000 from the Community Promotion Fund for the plaque for Jack & Dee Smith to be placed in Bromley Park, roll call-all yeses, motion passes

Kim Wernette made a motion seconded by Colleen Beemer to approve all bills, expenses, and payroll, roll call-all yeses, motion passes

Melissa Lazzaro read the Clerks Report: Melissa presented Council with the final fiscal year 2023-2024 budget

Kim Wernette read the Treasurer’s report:  Kim read the bank balances, there was a hole and several pieces of wood left in Bromley Park after the Churches Good Friday Celebration, Bubba fixed it, but Ann will talk to Dar about it. Kim will be preparing a newsletter again this year to go out in taxes, if Council would like to add anything to it, please have it to her by May 23rd. The Clerk & Treasurer will have extra hours this month due to our biannual audit, and this month having 5 Thursdays, as well Kim will be here for a few hours on Friday May 10, 2024, for BS&A to install the tax program on her new computer, also to get taxes out.

John Fribley read the Ordinance Report: John came back in April after being off for the winter, he has sent out several 30-day letters.

Kim Wernette read the Cemetery Report: Trees have been trimmed up, May 18, 2024, the VFW is putting up flags, volunteers are welcome, sold one plot in April.

Colleen Beemer read Pine Tree Park Report: Colleen noticed there might be a swing missing, she had someone ask her about getting a baby swing for this park, so if there is one missing, we will look into prices for a baby swing. Someone also asked about taking more trees out of the park, to get more light, there is no water coming out of the new well.

Bromley Park Report: The well samples came back good, just waiting on the Sanitarian to approve opening the well

Alice Ray read Research & Information: Nothing at this time

Alice Ray read Pocket Park: Would like the solar lights put up

Community Activity Report: Total spent on the Easter Egg Hunt was $663 came in under budget

Ann Wrobbel made a motion seconded by Colleen Beemer to purchase a $25 gift card for Lucinda, roll call-all yeses, motion passes

Alice Ray asked Ann what was discussed at the meeting she had with Mark Klump, she could not remember but said she would check her notes and let her know next month. Alice felt it was not right that he misrepresented what he offered the Village for the M-20 property, making the public think the Village passed up a good deal.

Jerry suggested putting some unused equipment up for bids as a way to get some extra revenue. Bruce asked about the drainage on Penn Street, John said there is a hole on M-20 between Woody’s and his store, Kevin and John will call MDOT to report it.

Kevin Stevens read the Street Commissioner report: Kevin presented Council with a quote for N. Webber St, would like to start working on the potholes, needs cold patch. Main Farms and Judge Farms donated boulders for Bromley Park, Kevin would like to be reimbursed for his time and milage Council agreed for him to write it on his time sheet, he will be grading the roads as well, will be approximately $400, which council all agreed that needs to be done, and approved the cost, Bubba will be using the big tractor with the brush hog to trim the sides of the roads as well.

Kim Wernette made a motion seconded by Ann Wrobbel to accept the bid from Central Asphalt to repave N. Webber St, not to exceed $40,000, roll call-all yeses, motion passes

Kim Wernette made a motion seconded by Ann Wrobbel to spend up to $500 on cold patch, roll call-all yeses, motion passes

Public Comment: Mr. Eichenberg understands that it will take time and work to amend the Animal Ordinance but feels with the right wording can still make it work so not everyone will be adding farm animals

Kim Wernette made a motion seconded by Ann Wrobbel to adjourn, roll call-all ayes, motion passes
