Regular Meeting Minutes
President Ann Wrobbel, called the Village Council to order at 6:00pm
Pledge to the flag was recited
Roll call: Ann Wrobbel-present, Kim Wernette-present, Melissa Lazzaro-present, Colleen Beemer-present, Alice Ray-present (on speaker phone), Kevin Stevens-present

Minutes of Regular Meeting October 6, 2025, were presented
Ann Wrobbel made a motion seconded Kim Wernette to accept minutes, roll call-all ayes, motion passes
Public Comment: Linda Howard requested a status report on the home on N. Webber St., it is still for sale, has been turned over to the Health Department, there is a Revitalization meeting on November 12th, at 10:00am
Ann Wrobbel read the Presidents Report: There is a truck with a plow for sale at Mid-State Auto, he is willing to sell it to the Village for $8,000, we can put our truck up for bids.
Kim Wernette made a motion seconded by Ann Wrobbel to purchase a 1998 Chevy extended cab truck with plow for $8,000, and to put our truck up for bids, bids will be due by November 27, 2025, roll call all yeses, motion passes
Kim Wernette made a motion seconded by Ann Wrobbel to pay all bills, payroll, and expenses, roll call-all yeses, motion passes
Council is concerned with Chuck spending village money. Several of our bills are higher than normal, and he’s been purchasing things with his own money and asking for reimbursement. He is no longer allowed to spend and ask for reimbursement, if he does, he will not be reimbursed. Any supplies needed must be approved before purchasing or charging to a village account. The Village has a spending policy, and it must be adhered to.
Melissa Lazzaro read the Clerks Report: Melissa presented council with a current budget and one for up to this time last year, we have brought in more money so far this year and spent less.
Kim Wernette read the Treasurer’s report: Bank balances as of 9/30/2025: General Fund: $44,838.96, Asset Fund: $17,867.34, Banner Fund: $3,7766.83, Community Promotion Fund: $4,855.64, ARPA Fund $728.86 Fireworks Fund: $1,223.84, Local Road Fund: $110,400.33, Major Road Fund: $145,028.10
Taxes have been deposited, we have been reimbursed by County for unpaid taxes, that has been deposited as well.
Kim Wernette made a motion seconded by Ann Wrobbel to put $30,000 from Local Road Fund into a 6-month CD at Mercantile Bank, roll call-all yeses
Kim called Republic Services to find out why our bill increased, it’s a normal price increase, however, they put it back to the previous price.
Ann Wrobbel made a motion seconded by Colleen Beemer to accept the Treasurers Report, roll call-all yeses, motion passes
Ann Wrobbel read the Enforcement Report: John will be in on Thursday to do a final drive through town before winter and will then be off until April unless otherwise needed
Kim Wernette read the Cemetery Report: Mike did a great job mowing
Colleen Beemer read Pine Tree Park Report: 1 more bacteria sample due before the end of the year
Bromley Park Report: Nothing at this time
Alice Ray read Research & Information: Alice is still looking for grants to put up lights at the ballfield, she did get a quote for installing 2 light poles.
Alice Ray read Pocket Park: Still waiting on cement for the flagpole, Kevin spoke with Randy, we will be better off doing it ourselves as it will cost more to have the cement delivered because we don’t meet the minimum requirement
Community Activity Report: Christmas Tree Lighting on November 29th at 5:00
Street Commissioner Report: Everything has already been covered
Public Comment: Veterans Luncheon on November 6th at 11:00, all veterans in the area are invited, roads will be grated again before they freeze, The Village office will be closed on Thanksgiving, will be open on Tuesday November 25th, there’s a pancake breakfast at the VFW on November 9th, no charge for veterans, November 15th is the community Thanksgiving at the VFW at 2:00, looking for volunteers and donations. Linda asked when the Christmas lights were going up, they are scheduled to go up November 22nd, Kim suggested that a community service worker come into check all the lights before they go up. Daughters of the American Revolution are trying to document all the cemeteries latitude and longitude and post the locations, Linda says there is a small cemetery out by Sacketts, they are looking for information on where it is.
