President Ann Wrobbel called the Village Council to order at 6:00pm
Pledge to the flag was recited
Roll call: Ann Wrobbel-present, Kim Wernette-present, Melissa Lazzaro-present, Colleen Beemer-present, Alice Ray-present, Spencer Brown-present
Public Hearing-No Public Comment
Minutes of Regular Meeting September 8, 2022 were presented
Kim Wernette made a motion seconded by Colleen Beemer to accept minutes with correction, roll call-all ayes, motion passes
Public Comment: Peter Ganser asked Council for a road closure permit for a car show on June 30, 2023
Ann Wrobbel read the President’s Report: Ann introduced Mr. Fribley, the new Enforcement Officer, she suggested to the Council they should look for ways to raise revenue for the Village
Kim Wernette made a motion seconded by Ann Wrobbel to purchase 100 calendars to sell to the public, roll call-all yeses, motion passes
Kim Wernette made a motion seconded by Colleen Beemer to donate $300 from Community Promotion Money to Kevin and Rachel Stevens for the 2nd Annual Fall Festival, roll call-all yeses, motion passes
Spencer Brown is now in charge of the well at Bromley Park and needs to get the water tested before closing it for the season
Kim Wernette made a motion seconded by Colleen Beemer to approve all bills in the folder, expenses and payroll, roll call-all yeses, motion passes
Melissa Lazzaro read the Clerk’s Report: Melissa presented all the budget amendments
Kim Wernette made a motion seconded by Ann Wrobbel to accept the budget amendments, roll call-all yeses, motion passes
Kim Wernette read the Treasurer’s report: Kim read the bank balances, collected $27, 562.31 in taxes, and they have been turned over to Mecosta County, we should be receiving a check for the unpaid taxes next week, Kim emailed the auditor about unused Airport Lease Money, and it can be rolled over from year to year, Kim would like to put that money in a separate account to make it easier to keep track of
Ann Wrobbel made a motion seconded by Spencer Brown to accept the Treasurers report, roll call-all yeses, motion passes
Kim Wernette read the Cemetery Report: The tool shed needs a new door, a resident possibly has one he will donate
Kim Wernette made a motion seconded by Colleen Beemer to spend up to $500 on materials to fix the memorial statue in the cemetery, roll call-all yeses, motion passes
Colleen Beemer read Pine Tree Park Report: The Horseshoe Tournament went well, would like to get new bleachers, or benches
Spencer Brown read the Bromley Report: He can get reindeer for the Christmas Tree Lighting for $800, did not purchase a bounce house, purchased a teeter totter from Edmore for $5.00, it will cost approximately $480 to refurbish, he would like to remove the skate park equipment and put the teeter totter there along with some other equipment and turn it into a secondary playground
Kim Wernette made a motion seconded by Ann Wrobbel to pay up to $800 for the rental of the reindeer from Anderson and Girls for the Christmas Tree Lighting, roll call-all yeses, motion passes
Alice Ray read Pocket Park and Research & Information report: she has nothing to report at this time
Community Activity Report: already covered in previous reports
There was discussion about making purchases without Council approval, and any purchases out of Park budget over $200 needs to be approved by Council
Kim Wernette made a motion seconded by Ann Wrobbel to pay $180 for the Fall Bazaar and Christmas Banner, roll call-all yeses, motion passes
Kim Wernette made a motion seconded by Ann Wrobbel to approve the Master Plan, roll call-all yeses
Kim Wernette made a motion seconded by Ann Wrobbel to pay Mr. Fribley and Melissa a minimum of 2 hrs. for attending a meeting, roll call-all yesses, motion passes
Kevin Stevens read the Street Commissioner report: He needs to weld the tractor deck, he is estimating it will take 4-5 hrs. in labor, the tractor also needs hydraulic fluid, the 1989 truck needs brake work, it will cost between $350-400, he is still waiting on cold patch, Bubba will be taking down the flower baskets on Main Street, he will keep out the pots as long as possible, he would like to get some mums, pumpkins and possibly corn stalks to decorate for fall.
Kim Wernette made a motion seconded by Spencer Brown to have Kevin do the brake work on the truck, not to exceed $400, roll call-all yeses, motion passes
Kim Wernette made a motion seconded by Spencer Brown to spend up to $250 for fall decorations on Main Street
