Regular Meeting Minutes

President Ann Wrobbel called the Village Council to order at 6:00pm

Pledge to the flag was recited

Roll call: Ann Wrobbel-present, Kim Wernette-present, Melissa Lazzaro-present, Colleen Beemer-present, Alice Ray-present, Spencer Brown-present

Minutes of Regular Meeting August 1, 2022 were presented

Kim Wernette made a motion seconded by Colleen Beemer to accept August 1st, 2022 Regular Meeting Minutes with corrections, roll call-all ayes, motion passes

Public Comment: None

Ann Wrobbel read the President’s Report: Due to the Township not enforcing the Village ordinances Ann would like to hire an Ordinance Enforcement Officer.  Ann Appointed Spencer Brown to Bromley Park and Alice Ray to Research & Information.

Ann Wrobbel made a motion seconded by Kim Wernette to hire John Fribley as the Village Code Enforcement Officer, roll call-all yeses, motion passes

Kim Wernette made a motion seconded by Alice Ray to remove Morton Township from enforcing Village Ordinances, Building Code and Construction remain with the Township, and Ordinance and Zoning go to the Village roll call-all yeses, motion passes

A Work Session will be scheduled to talk about hours

Kim Wernette made a motion seconded by Spencer Brown to approve all bills, expenses and payroll, roll call-all yeses, motion passes

Melissa Lazzaro read the Clerk’s Report: The Insurance renewal was presented to Council, a new list of equipment will be sent to be added

Kim Wernette read the Treasurer’s report:  Kim read the bank balances, and informed Council the Revenue Share check for August came the first part of September, which is why General Fund balance seems low

Ann Wrobbel made a motion seconded by Spencer Brown to accept the Treasurers report, roll call-all yeses, motion passes

Kim Wernette read the Cemetery Report: In Block A a WW1 plaque was stolen, it was recommended the family contact the Sherriff’s Department

Colleen Beemer read Pine Tree Park Report: There is a tournament on September 10, 2022

Alice Ray read the Bromley and Pocket Park Report: Alice has sand coming for the playground and lumber coming for a project. Working on getting the new lights up in Pocket Park 

Ann Wrobbel read Blight and Ordinance report: has been turned over to new Code Enforcement Officer

Community Activity Report: Spencer is having a Fall Festival on September 24, 2022 there will be several vendors, there is no charge to be a vendor, the Township and library have opened up their parking lots for vendors, there is also a State Tournament that day, looking into a hayride as a shuttle to go back and forth between the two events. Talked about the Christmas Tree Lighting-Spencer wants to bring in Reindeer, there was discussion about not being able to use public funds for this event, it will get looked into.

Kim Wernette read the Research and Information Report: Kim talked to someone at Miss Dig, a separate ticket needs to be made for each sign that needs to be put up.

Kim Wernette made a motion seconded by Ann Wrobbel to purchase 2 Commercial bounce houses from Sam’s Club, not to exceed $800, roll call-all yeses, motion passes

Kim Wernette made a motion seconded by Alice Ray to accept Resolution 22-04-Resolution of Road Acceptance and Abandonment, roll call-all yeses

Kim Wernette made a motion seconded by Ann Wrobbel to accept the Capitol Asset Policy, roll call-all yesses, motion passes

Ann Wrobbel made a motion seconded by Kim Wernette to purchase updated Labor Law Posters, roll call-all yeses, motion passes

Kevin Stevens read the Street Commissioner report: Bubba filled the hole on Webber St, bridge needs several repairs, may need to be replaced, Mecosta Revitalization Group will be receiving a bill for the damage done a Bromley Park during Music on the River

Public Comment: There is a Mecosta Revitalization Group meeting on September 12, 2022 to go over the past year and start planning for next year, a resident thanked Council for doing a good job, he feels this Village is run better than some of the bigger cities he’s lived in.

Ann Wrobbel made a motion seconded by Kim Wernette to adjourn, roll call-all ayes, motion passes
